Fair Practices Established in Pay-for-Performance Advertising
Web Publisher Code of Conduct Expanded and Launched into Europe
LONDON, UK – 17 March 2003 – Be Free, Commission Junction and Performics, leading providers in the pay-for-performance marketing arena, announced today their joint campaign to establish a Web publisher Code of Conduct in Europe. The Code of Conduct, originally established in the US, was developed to guide practices and adherence to ethical standards for online advertising. It seeks to address the concerns surrounding the proper attribution of commissions to independent publishers when end-users are referred to an advertiser's site.
Since its release in the US, the Code of Conduct has met a positive response and has helped to create fair opportunities for all types of publishers in the industry. Be Free, Commission Junction and Performics recognize the need for these guidelines around the world and welcome the opportunity to establish the Code in Europe.

The service providers, through the Web publishers Code of Conduct, seek to ensure equity and fairness across all publishers by setting standards and guidance that were previously unavailable. Publishers' use of technology to circumvent fair business practices will be in violation of the Code of Conduct and will not be allowed. Issues highlighted in the Code include:
- Altering another publisher's site
- Guidelines for the installation and de-installation of software
- Regulations surrounding the interference with referrals
Be Free, Commission Junction and Performics encourage all interested industry parties to adopt and endorse the Code of Conduct and participate in future discussions. Recognizing the ongoing evolution of technology and business practices in the online marketing industry, the service providers intend to periodically host discussion forums.
The Publisher Code of Conduct, along with its preamble, which describes the intended implementation of the code, is available for review on all three service providers' sites.
